Waste management is a key factor in the sustainable development of
a city and it's environs. In order to maintain a visibly clean and hygienically
safe city the Johannesburg City Council has introduced by-laws which
will assist in reaching and maintaining this goal.
These by laws were implemented in mid 2013 affecting businesses,
events, building sites and private homes as the main contributors of
waste. The aim of these by laws is to promote sustainable development
while at the same time promoting minimal waste through reducing, re-using
and recycling.
There are a number of parties affected by the implementation of these
by laws in an attempt to engage all citizens, residential and commercial,
in effective waste management.
The first step of waste management would be the curbing of litter.
The by laws on litter prevent :
- Any sweeping of waste into a gutter or public space
- Removal or tampering with public dustbins
- Event organisers and owners need to submit an event management plan
30 days ahead of event and are responsible for the waste management
and clean up of venue.
- Builders and developers in turn are also responsible for the removal
of waste, keeping the site clean and the pavements and immediate vicinity
free of waste. Waste may only be on the sidewalk if placed in a skip
.
- All trash receptacles must be in good repair and closed when not
being emptied or filled
- Council bins are to be used for waste removal only and are not to
be filled in a way with liquid or solid that will hamper effective
removal and emptying of bins
.
- Animals should in no way be allowed to damage bins or hamper municipal
workers from safely accessing these bins for clearing.
- Causing litter is in contravention of these by laws and is fines
may be imposed.
There are a number of different types of waste, some of which can be
disposed of in our skips and some which need special means of disposal
and should not be placed in one of our hired skips. The different types
of waste are mentioned in the by-laws. Below is a list of waste that
we can dispose of and a list of waste best treated in a specialised
manner:
Waste we can remove:
- Garden waste: Felled trees, grass cuttings, branches etc.
- Building waste: Broken walls, damaged fitting, window casings,
bathware etc.
- Event litter: Refuse generated by a large gathering
- Bulky waste: Waste that is too large to be removed by standard
council method
Waste we can not remove:
- Hazardous waste: Waste containing poison or highly flammable
substances, waste containing chemicals and chemical residue.
- Industrial waste: The result of the daily manufacturing
process, unusable by-products
- Health care risk waste: All waste generated at a medical
facility e.g used syringes, blood soaked swabs, equipment and items
that is used in performing medical procedures
- Radioactive waste: Any substance containing radioactive
nuclides which is intended for disposal.
- Liquid waste: certain projects create a large amount of
liquid which cannot be recycled, this needs specialist removal.
